1. Slice scallions into thin pieces
2. Add flour in a bowl, then add in hot water and mix until a rough dough forms
3. Knead the dough for around 5 minutes until it becomes firm, then cover tightly with plastic wrap and rest for 20 minutes
4. Make the filling: mix oil or lard, flour, and salt
5. Knead the dough again for a few minutes, then roll into a thin rectangle
6. Spread the filling evenly on the dough, and sprinkle scallions on top
7. Roll the dough into a log, then cut into 4 equal pieces
8. Place one piece on one end and flatten it into a pancake shape, then use a rolling pin to roll it thinner
9. Heat oil in a pan over medium heat and cook each pancake for around 2 minutes each side until golden brown
